Founded in 1986, our Client is an established food logistics, marine and facilities provider and part of a much larger group. They operate throughout the Middle East operating both in the commercial sector as well as in the military and defence sector.
Seeking a Contracts Manager to be based in Dubai. You will report into the Managing Director initially then the General Manager - Military Supply Division. Our client is establishing an in-house contracts team of which you would be the Senior Manager. It will be your responsibility to manage & develop a team which has the capacity to write responses to solicitations with the primary target being prime vendor solicitations, both subsistence (food) & MRO (maintenance, repairs & operations).
In addition our client intends to target tenders issued by NATO, NAMSA, UN, and countries such as Australia, Canada, Denmark, UK & Holland as well as such large contractors as KBR, Fluor, PAE etc.
In consultation with colleagues you will be responsible for facilitating & preparing all assigned proposals/bids from receipt of the Request for Proposal/Invitation for Bid (RFP/IFB) to timely delivery of the proposal/bid to the customer & until the customer has made an award decision (contract) to include any post-award kickoff conference
You will advise colleagues on contract management and policy compliance matters, provide direction for interpretation and application of conditions, remedies, indemnities, liabilities, & contract terms.
You will serve as the subject matter expert on international contracts and subcontract agreements & will provide advice on complex requirements of the Requests for Proposals, contracts, and subcontracts, and provide continual review to ensure that all terms and conditions are met while identifying areas of risk.
You will provide contractual guidance to business team members for appropriate Statement of Work and you will manage contract change control process.
You will draft, negotiate and finalize contract and subcontract documents with colleagues and other contracting representatives to ensure consistency with the solicitation and proposal.
Finally you will prepare and disseminate information regarding contract status, compliance, and modifications and will develop and integrate contract management tools, templates, and processes for the engagement.
Knowledge and Skills:
You will need to be accomplished in Contracts Administration with your experience being supported by a degree in a relevant field such as business administration or program management etc.
You require previous experience in Contracts Management & Administration with major defence contractors/United Nations &/or experience with complex/high dollar value international contract negotiation together with a working knowledge of service type contracts, DoD contracting, award fee & other incentive type contracts.
You will have an advanced understanding of international & commercial contractual instruments & terms & conditions and will understand risk mitigation as it relates to these terms.
You must have the ability to understand the technical & operational aspects of multi-modal transport and camp services.
You will be energetic, highly motivated, results oriented and capable of working in a team. Capable of independent thought and possess excellent planning and organisation skills able to work to tight deadlines, you should be fluent in written and spoken English and have a strong attention to detail.
Finally you should possess a Drivers Licence and be IT / PC literate particularly in Excel and spreadsheets.
A competitive salary paid in AED & tax free for an Ex-Pat employee.
